According to 9to5mac, the iOS 9 has been optimized for old devices including the Apple iPhone 4s and iPad mini. One of the major addition feature reported to be called “Rootless” which meant to defend malware and keep safe data by preventing access to important parts of an OS. This mean it much harder to jailbreak an iPhone or iPad; maybe not possible.
